On Feb. 7, 1795 the 11th Amendment to the United States Constitution was ratified, having been passed by U.S. Congress on March 4, 1794. The amendment addressed the issue of sovereign immunity in regards to federal lawsuits. It was adopted in an effort to overrule the Supreme Court decision in Chisholm vs. Georgia, in which the state was sued over payment for goods supplied during the American Revolutionary War.
